Remember, deVillepan made an agreement at the UN with Powell on the Iraq action; then in just the time of a ride across Manhattan, he issued a 180 degree statement, causing Powell and the US significant embarassment.  His idea of diplomacy is &#039;lieing in state&#039;.</description>
