The same reason he hasn't made filling these positions his top priority. "Never let a crisis go to waste" as Rahm Emmanuel said and Hillary Clinton repeated today. In other words he is intentionally harming the economy and destroying people's life savings by holding off on fixing the banking crisis in order to cram socialist healthcare/energy/education down America's throat while falsely claiming its necessary to fix the economy. At least one other writer (Roger Kimball) has suggested a strong case could be made for high crimes. There is such a thing as criminal neglect.
