I remember those screens; the green ones…and the orange ones. Both are actually easy on the eyes if you’re just doing text. My first home computer was a Kaypro-10 lug-able computer with a 8-in diagonal green-monochrome display, 80-columns text-only — and a pin-printer.
I still use green lettering on a black/dark Prussian-blue background for architectural CAD work.
Or, as someone pointed out: calling an email phishing scam “hacking” is already a blow to how much gullible (or downright retarded) they think their audience is.

For those that “miss” monochrome, I’ve been playing an Indie game called Duskers. Very retro, keyboard only (no mouse!) command line interpreter, (mostly) green monochrome — even with fake CRT scan lines!

Honestly, I don’t know if this is such a big deal. It’s not like they used a screenshot of the “situation room” from War Games (i.e., implying that Russian hackers, goaded by Trump, had nearly triggered WW3).
A background of monochrome, monospaced text is a good way to visually convey the idea of “computer code.”

I’ve not seen the CNN story so don’t know if this was just a random graphic or presented as evidence.
Next time, maybe CNN will call me for a random snippet of ‘C’ code – looks pretty computerish to the layman (layperson). I won’t charge them too much.
