Democrats have hit on a formula for urban success. When they control a city, they raise taxes, severely diminish the quality of public services, and drive out businesses and the middle class.
It seems like an odd formula for political success, but it has been immensely successful.
The question is, do Democrat policies cause urban rot? Or, does urban rot produce such a poor quality electorate that it is only possible to elect Democrat politicians? Chicken or egg?
On the list of top 10 most miserable cities, most of them are majority black.

First the Democratic machine gets elected “once”. Then they run the city and it’s economy into the ground while the middle-class heads for the ‘burbs or out-of-state. Once this is done they have an electoral-lock based on the remaining underclasses, the public-teat parasites and the urban-core “progressive” hipsters.

the democrat secret to success in the cities has been to create a one-party dictatorship. in hindsight that may have been what the “integration movement” in the 1950s and 1960s was meant to create. once they have created their one-party dictatorship it doesn’t matter how much damage their policies cause they still get elected.
Slum lords go way back in history. The DemonizingRats perfected the art. They are The Sons of St. Tammany. They are inherently wired to oversee plantations, company stores, peonage, wards, ghettos, tenements and blight. There is always money flowing through these places and being positioned to siphon off the management “fees” and carrying charges is how slum lords make their livings. Patronage, political corruption, graft, and the political machine is how they roll. Anyone who gives no more than a passing glance to Chicago knows the game.
But, we pretend they are for the little man and the protectors of the weak and victimized and the voiceless. The richest of the rich support the DemonizingRats for “noble” reasons and because it is good for their crony capitalism bottom line.
Any city that is “failing” is a locust nest of DemonizingRats swarming around making noise and doing little, if anything at all.
Jut to provide a current example, the city and state of New York have spent billions of dollars on virtue-signaling projects like bike paths and free college tuition while deferring maintenance on the NYC subway to the point where the system is breaking down on a daily basis.
Also, Flint MI which let its plumbing system rot under Democrat governance; and New Orleans, where funding to maintain and building up the levee system (prior to Hurricane Katrina) was routinely diverted to benefit specific political constituencies.
